An organization or group of <a href="#_actor">actors</a> may also be considered an <a href="#_actor">actor</a> in the C2PA ecosystem.

says, A human or non-human (hardware or software) that is participating in the C2PA ecosystem. For example: a camera (capture device), image editing software, cloud service or the person using such tools.

In this section, "user" refers to human actors that are using C2PA-compliant validators in consumption and authoring scenarios.

also seems to imply that actors can be people.

The document should be consistent about what "actors" are.
