Problem

The PII-Safe repository currently has no CONTRIBUTING.md
file. As a new contributor setting up the project for
GSoC 2026, there are no guidelines on how to:

• Fork and set up the repository locally
• Follow the coding standards
• Submit pull requests correctly
• Report bugs or propose features

Proposed Solution

Add a CONTRIBUTING.md file covering:

• Prerequisites
• How to fork and clone
• Branch naming conventions
• PR submission guidelines
• Code of conduct reference

Motivation

This will help GSoC 2026 contributors and future
developers onboard quickly and contribute effectively.
