Docs should be generated via JSDoc

Currently we have an issue with the documentation website lagging behind and ultimately being disconnected from the API itself. As we migrate to v1.0.0 of C3, all API should be documented via JSDoc so we can generate the documentation website with each release (as well as have the ability to maintain documentation across various API changes).
