cadence uses go 1.25.x

Description

This issue is for tracking our go 1.25 upgrade. All PRs related to upgrading go 1.25 should be linked to this issue, as well as all PRs that are related to security vulnerabilities that are fixed in go 1.25

If there are any blockers to upgrading to go 1.25 that are discovered in the upgrade process, please add them to this issue (e.g major version upgrades to dependencies that need to be vetted).
