Improve spatial numerical method for radial flow models

Currently, we only have a simple upwind FV scheme implemented for radial flow, added in #120.

We should improve simulation time by using a more advanced spatial discretization.
Due to the radial metrics, deriving a WENO type FV scheme is comparably complicated. Hence, we might as well directly implement a DG method for radial flow.
