Add option to specify number of components in `createLWE`

We found an issue with singleton dimensions which is currently not covered in the CADET-Python tests. It only comes up when there is a single component.

We still need to figure out what is the actual issue but being able to specify the number of components in `createLWE` would help to avoid this in the future.
