If you want to hide the top bar -

body {
    --top-bar-button-position: 0 0;
}

If you want to fix the top bar by increasing its size -

body {
    --top-bar-height: 36px;
}

no like i got blur but te bar and all takes my pc background as its base rather than whats behind it like other applications. If possible can i see your setup demo clip?

Definitely an issue on your end. It works fine for me

Maybe try updating caelestia shell to the latest version and delete all your old transparency configs and apply transparency from the new settings panel.

This seems like a layer issue to me. If that doesn't work, try hyprctl layers and check if background is actually at layer level 0 or not.
