Should tell whether `ExperimentalInternetComputer.call` works with the management canister

In the docs it should be told explicitly whether ExperimentalInternetComputer.call works with the management canister (because the the management canister isn't a canister, it is a special case).

• Yes, but with limitations , since ExperimentalInternetComputer.call is a low level system call mechanism , it can technically send requests.
• You must manually handle encoding/decoding of request arguments.
