Restore musllinux builds

Building musllinux wheels was blowing up because it couldn't find the go compiler - setup-linux.sh seems to be running successfully in that container, though.

Investigate why, and fix it.

This is apparently impossible at this time: golang/go#13492

Building c-shared objects with cgo and musl doesn't currently work.
