Assign census profile IDs to new NC agencies

Summary

About ~70 NC agencies in our CopWatch table don't have census profile IDs assigned to them. For some, like university police departments, this was a deliberate choice, but for others we haven't kept up. When new agencies are discovered in the data archives, they are assigned a "temporary" primary ID based on the next sequential integer and an email is sent to the team. I believe agencies starting around ID 316 through 340 are "new" agencies that need to be assigned census profile IDs.

Mike Fliss provided a mapping of agencies to census profile IDs back in 2018 and they haven't been updated since.

• Commit the most recent "New NC agencies were discovered during import" agency list to NC_agencies.csv to solidify the agency IDs
• Research best method to find census profile IDs for the unassigned agencies that we want. Perhaps manually on https://data.census.gov/? Or is there a programmatic way to do this?
