Configuration should be part of CalChart::Core #453
Description
We should have Configuration be part of CalChart::Core, and ultimately part of a CalChart::Show (or a parameter). It should be kept generic, but then all of the types of values should go through it.
This will allow drawing and porting to be easier in the future as it will encapsulate all of the configurations to the drawing level.
