Cannot open CalChart, says that application is damaged

Hearing reports that some users aren't able to open CalChart. Maybe something to do with permissions?

It appears that this is because of the way that Ventura and newer OS marks that an Application's is quarantined. I think before it would offer you the solution of "accept from unknown developer". But now it appears that it won't offer that.

You can remove the quarantine by running the following command. Note, do not do this unless this is software you trust.

I think we're going to have to code sign.

So:

1. Create a signing certificate and password (https://help.apple.com/xcode/mac/current/#/dev154b28f09)
2. Add these as secrets to GitHub (https://docs.github.com/en/actions/security-for-github-actions/security-guides/using-secrets-in-github-actions)
3. Modify the build yaml script to include a signing step.
4. Release a new tag.

This has been fixed in 3.7.1, in #577
