Include the most recent Visual C++ Redistributable with CalChart

We forgot to do this when we upgraded to Visual Studio 2013. Right now, windows users need to manually download the latest redistributable package to get CalChart 3.4.0 to work.

It actually looks like the redistributable package that we use for our releases isn't included on the github repo, so I won't actually be able to do much good on this one.

@rmpowell77 Could you check this one out when you get the chance? I think we just need to replace the old vcredis_x86.exe with the one from this site: http://www.microsoft.com/en-us/download/confirmation.aspx?id=40784.

Actually, we do not (and should not) include the vcredis executable in github. Instead, we should update the iss and the readme to reference the right vcredist.

That sounds good to me - but we still include the vcredist with the releases that we post to sourceforge, right?

I figured that we'd need to update the vcredist that you use to build the release versions of CalChart for SourceForge.
