[Feature Request] Allow Worker to Resume Failed Tasks from Breakpoints #3739

Motivation
Currently, when a worker fails during execution or is marked as failed by the Workforce, all previous steps are lost, and only the task summary and failed reason is retained. This may cause the agent to restart the task from scratch. We would prefer that, upon failure, only a retry message describing the failure is passed to the executing worker, while the worker preserves its previous context instead of rebuilding it.
