Add license and Readme.md

Hi @ToniNantovi ,

thanks for transferring the code here! A small thing I would suggest to add: It helps other people if there is a license file that specifies on what terms other people are allowed to copy/reuse/change/etc the code and a Readme.md file that describes in very simple terms what the code does and how it is supposed to be executed. The later would be nice not only for readers of the paper but also for members of the lab who want to use it in the future.
