Align logging severity of history with runtime data migrator

Context

Currently, when migrating history data, the user doesn't get any hints if something is skipped because this is logged on DEBUG.

Acceptance Criteria (Required on creation)

Align the logging severity of history with the runtime data migrator.

Hints

• The runtime data migrator is more verbose in its logging than the history data migrator.
• Specifically, the runtime data migrator logs on WARN when something gets skipped.
• The runtime data migrator logging behavior should be aligned with the history data migrator.
