Do not restart containers

As noticed at https://docs.camunda.io/docs/self-managed/setup/deploy/other/docker/ the docker compose files are meant for development.

Can you please change the restart-policy of all containers to no since I guess developers like me typically want to run these services only on demand and not automatically on rebooting the developer machine. Unfortunately, not every software I'm working on uses Camunda 8 😅 . However, since the very first version of Camunda 8 I always have to add/change this on my own. I asked myself if this is not the default to most people and you can change it?

Additionally, it would be great to change all depends_on so the wait for the services to be healthy:

    depends_on:
      elasticsearch:
        condition: service_healthy

Without this one gets a lot of errors in zeebe container and connectors until the dependent services are up and healthy.
