[ENHANCEMENT] Allow for easy resource authorization

Describe the use case:

A customer wants to configure the platform to use resource authorizations: https://docs.camunda.io/docs/self-managed/concepts/access-control/resource-authorizations/

Describe the enhancement/feature:

Currently, there is a set of env variables to be added to identity, operate and tasklist. After all, this could be covered with a simple feature flag like with multi-tenancy.

Desired outcome and acceptance tests:

• there is a simple flag to enable resource based permissions
• the documentation reflects all configurations to be taken to activate the feature properly (identity needs to have a database connection I would say)
• acceptance test: on enabling the feature flag, all affected components are configured with the according env properties: https://docs.camunda.io/docs/self-managed/concepts/access-control/resource-authorizations/
