[ENHANCEMENT] Add constraints for multi-region

Describe the use case:

• Having a multi-region deployment with keycloak, optimize, and identity components is currently impossible. However, the helm chart still allows it when multi-region is enabled.
• Zeebe replication factor must be 4 or greater.
• Make sure that zeebe has more than one exporter enabled to export data across regions.

Describe the enhancement/feature:

It would be best to add constraints or warnings to inform the customer about these limitations.

Desired outcome and acceptance tests:

Firstly try to create constraints to see if it is possible to make sure the above points are considered by the customer.
If constraints are too hard to implement, then a warning would suffice.
