[ISSUE] Issues with `--reuse-values` when updating 10.3.2 to 10.4.0

Describe the issue:

Customer reported an issues updating connectors secret using the --reuse-values flag. The customer narrowed it down to something specifically in the upgrade from 10.3.2 to 10.4.0. Removing the flag solved their issue.

It would be interesting to investigate why this worked. Find more information in the related support ticket:

Actual behavior:

Upgrade from HC version 10.1.0 to 10.11.0 did not work for customer with --reuse-values

Expected behavior:

Upgrade from HC version 10.1.0 to 10.11.0 should work with --reuse-values
