[ISSUE] Data & Identity Migration fail after upgrade 8.7>8.8 (SM) using unified config

Describe the issue:

after switch to unified configuration of orchestration cluster performing upgrade form 8.7 to 8.8-SNAPSHOT show in log

Actual behavior:

Identity migration:

Zeebe Importer:

Expected behavior:

OC accessable, Jobs connect to OC and perform migration
