[ISSUE] HC Upgrade Fails from 8.8 -> 8.9 In QA Workflows

Describe the issue:

While migrating the Helm chart from version 8.8 to 8.9, the cluster upgrade step is failing. The associated failed workflow can be seen here.

Actual behavior:

The upgrade fails.

Expected behavior:

The upgrade should work successfully.
