[ISSUE] values-latest.yaml for v8.8 should no longer include SNAPSHOT

Describe the issue:

values-latest.yaml is supposed to point to the latest image tag when the chart is a stable release. For unstable releases like alphas, it just directs to SNAPSHOT.
