[ISSUE] 8.9 upgrade workflows broken

Describe the issue:

8.9 images no longer allow upgrading snapshot unless the

- name: CAMUNDA_DATABASE_SCHEMAMANAGER_VERSIONCHECKRESTRICTIONENABLED
  value: "false"

is set.

Actual behavior:

8.9 upgrades hang due to upgrade being prevented by the app

Expected behavior:

8.9 upgrade workflows complete
