[ENHANCEMENT] Include grafana dashboard option for monitoring

Describe the use case:

The same way we can configure the service monitor for prometheus, there should be an option to include configmaps with the grafana dashboards

Describe the enhancement/feature:

Create grafana dashboard template files with the label grafana_dashboard: 1 for each dashboard available
The data of the manifest template includes the dashboards found here: https://github.com/camunda/zeebe/tree/main/monitor/grafana

A parameter on the values file controls if the dashboards are enabled or not.

Desired outcome and acceptance tests:

Grafana dashboards are available via helm chart value
