[ENHANCEMENT] Support Restore Feature

Describe the use case:

Zeebe supports backing up it's data, but when you deploy in K8s, and using helm there is no way to restore from the backed-up data.

Support/Add Documentation - Restore from a backup.

Desired outcome and acceptance tests:

Allow pointing to an S3 bucket and restoring from it.

We get "data directory is not empty" when exec onto the broker container and running the restore command
