Use Kubernetes HorizontalPodAutoscaler capabilities to auto-scale Camunda Platform 8 components.

Describe the enhancement/feature:

Desired outcome and acceptance tests:

• Review the auto-scaling options for each Camunda Platform 8 component.
• Add HorizontalPodAutoscaler manifest for each component that support auto-scaling.
