Move files from en-tete-global, pied-page-general subdirectories

Move files one directory lower to align with production site structure.
On the repo these files are in /configurations-conception-communes/en-tete-global and ../pied-page-general directories. However, on Netlify production file structure, these subdirectories do not exist. The files are located in the /configurations-conception-communes instead.
This move simply aligns the repo with the production site.
