"General installation" guide preserves unrequired `public-url` configuration

Bug Description

The General installation guide has a leftover from when it was required to configure dex-auth and oidc-gatekeeper with a public-url. See Access CKF dashboard.

In the "Access the dashboard IP address" sub-section, the guide lists a number of steps to follow to get the LoadBalancer IP and use it as the public-url for both charms. This is not required any more by any of the charms, as the internal configuration for the issuer URL (correct name instead of public URL) is handled internally by dex-auth.

To solve this issue we must replace the contents of the "Access the dashboard IP address" sub-section with:

1. Instructions to access the dashboard when using dex-auth as IdP and a LB enabled -> we must tell users what URL they have to use in their browsers
2. Instructions to access the dashboard when a Dex connector is configured -> this guide should be linked along with instructions for knowing the URL to use in their browsers
