kf web apps require authentication to access the metrics endpoint

This is to track the upstream issue kubeflow/notebooks#224. Essentially, due to this upstream issue, we cannot integrate web apps with COS charms since requests need to have the kubeflow-userid header. canonical/kubeflow-volumes-operator#176 and canonical/kubeflow-volumes-operator#180 had no issue because volumes-web-app backend-mode was set to development, which is not the expected behaviour as per canonical/kubeflow-volumes-operator#20.
