Bug Description

On Zhongyi (202203-30047), with the same checkbox-zhongyi 0.1dev(28), zhongyi_cpu/frequency_governors passed with checkbox20 latest/stable (6.0.0-dev90), but failed with checkbox20 latest/beta (7.0.0-dev58).
