clusterctl upgrade plan fails because of no v0.5.0-alpha.0 release #181

Deployed Cluster API components using the following command

KUBECONFIG=kubeconfig clusterctl init --core cluster-api:v1.10.5 --bootstrap canonical-kubernetes:v0.4.2 --control-plane canonical-kubernetes:v0.4.2 --infrastructure openstack:v0.12.4 --addon helm:v0.3.2

All the components are installed with the versions provided.

Running clusterctl upgrade plan resulted in error

$ KUBECONFIG=kubeconfig clusterctl upgrade plan 
Checking if cert-manager needs upgrade...
Cert-Manager is already up to date

Checking new release availability...
Error: failed to read "metadata.yaml" from the repository for provider "bootstrap-canonical-kubernetes": release not found for version v0.5.0-alpha.0, please retry later or set "GOPROXY=off" to get the current stable release: 404 Not Found

This is because of no release v0.5.0-alpha0 in cluster-api-k8s.

Same error when tried to do clusterctl upgrade apply <>

clusterctl version: 1.10.5
