Audit trail added to operations #16702

- I have searched existing issues to check if an issue already exists for my feature request.
Is your feature request related to a problem? Please describe.
Operations show that an instance is stopping or starting, that an image is downloading or a node evacuating..
But it doesn't show who or what initialized this operation (OIDC Identity, TLS cert, LXD itself)
Describe the solution you'd like
I would like this information to be added to operations (preferably in combination with #16700) so that we can not only see what happens on a cluster, also by who or what.
Describe alternatives you've considered
Add Loki to LXD and dig through logs.
