Improve OTEL environment variables for tracing

Enhancement Proposal

For tracing, paas-charm is exposing environment variables that may not be reasonable for the majority of the cases. For example, we do not expose OTEL_EXPORTER_OTLP_TRACES_ENDPOINT and we expose OTEL_EXPORTER_OTLP_ENDPOINT.
