When the serial-vault is installed to be used within an internal company network, it is often used with user authentication turned off: enableUserAuth: False. In this configuration the serial-vault does not use user accounts and the user management features are not available in the UI. However, the account management menu option is also removed, so it is not possible to add an account.

This could be resolved by:
a. Allowing the account management options to be visible in the UI.
b. Adding a command-line option to add an account (similar to user creation).
