Add OIDC support for synapse charm

Enhancement Proposal

As the new Identity platform developed by the Identity supports only OIDC, we would need the charm to support that too.

The support would be either via:

• Configuring OIDC through a charm relation with Hydra; [0]
• Providing configuration options in the charm to set the OpenID Connect in Synapse.

Indeed, I can see that oauth integration is already available in that edge track. I can confirm it in charmhub: https://charmhub.io/synapse/integrations?channel=2/edge#oauth

I guess it's only a matter of time for this to land on stable then.
