Proposal: Add ML Kit Document Scanner plugin

I noticed the collection doesn’t yet include Google’s ML Kit Document Scanner.
I’ve built a Capacitor plugin for that and would love to contribute it to this monorepo.

Hey! Yes, that would be awesome. I've just pushed the boilerplate code to branch feat/document-scanner. Please create a PR based on this branch. I will then review it. Let me know if you have any questions.
