Run `cstest` (C version) on MacOS and Windows

On Windows and MacOS it doesn't build yet:

• Usage of non-portable strndup in cstest #2517
• cstest uses ftw for file tree walking. On windows this library doesn't exist.
• Update the workflows.

At least the Windows tests run via cstest_py so far.
