[Combobox] CSS issue causing the combobox to go next row wrong even though we dont have multiValue select

Describe the bug

CSS issue causing the combo box to go next row wrong. There is a padding-top of 2.5 rem. I'm not sure why we need that.

To Reproduce

Steps to reproduce the behavior:

1. Go to (https://next.carbon-addons-iot-react.com/?path=/story/1-watson-iot-dropdown-combobox--items-as-components)
   
2. you can see that the wrapper has an extra space at the top almost seems like one row
3. This extra space should be removed, if one does not use the multivalue select
