[Icons and Pictograms] update resource cards for contribution on no results found page

Acceptance criteria

• Update the resource cards to follow what IDL is doing in order to help our users contribute more. These resource cards show up on the No results pages, for both Icons and Pictograms.
• Might need to ask a dev of how to find the no results page for these in VsCode.

Tasks

Mimic what IDL is doing for their contribution resource cards on the:

• Icon (no results page)
• Pictograms (no results page)

Lets keep the same large cards we already have, since we are not doing the mini cards across our site as consistently right now, but have the same links hooked up to them and labels as IDL.
