ARB early action projects are not flagged as compliance

Projects like CAR101, CAR697, and CAR1062 should all be flagged as compliance projects. 

We can potentially move the entire `is_compliance` logic to later in the pipeline, flagging projects that appear in the issuance table (this would be exhaustive) as opposed to relying on protocol information to infer compliance status.
