Avoid jumping on landing page when scrollbars are always shown #71
Description
When the setting to always show scroll bars is activated [0], the OffsetsDB landing page can jump based on whether or not there are results in view. I tried adding an overflowY: 'scroll' style to fix this in #70, but this introduced other issues with the layout.
