Investigate maxmimum reasonable "mempool" size for snapshots #2455
Description
Following #2444 we will have a bounded-number of transactions that can fit inside a snapshot.
In part this is because the etcd messages might get too large; and in part it is an aim to reduce the amount of memory the hydra-node will take up.
Once we have some suitable benchmarks, we can investigate a good number for this bound.
