Implement a 'nix flake check'-like step but inside the shell

`nix flake check` is nice; but 1) it's broken while we wait on a new cardano-node release, 2) it's very slow.

Can we get the same checks happening within the shell? I.e. just one command that runs hlint, cabal build -Werror, and whatever else we have set up.
