Tool that creates the traffic signs detected in the overpass automatically.

##Status of the Tool:

-The traffic signs get created, but due to them using the middle of the road as the position we get the width of the road so they can be placed in the sidewalks, as intended.

-Signs placed change depending on an enum with the 3 types of Traffic Signs we are working with. (Vienna Convention, MUTCD, GB).

-The tool detects when there are 2 or more signs that share the same location and fix it by putting the signs alongside the same pole, getting rid of the unnecesary ones.

TO DO:

-Being able to add variety of the pole instantiated, right now its only being used one type.
-Signs that are on the same Pole should follow a priority order from top to bottom
