The recent docker updates to the workflows have highlighted some development pain points.

The process for updating, testing, and deploying workflows is frustrating due to the inability to carry out local testing. This cannot be changed. This is also coupled with the fact that we have to do a full sandpaper release every time we want to update the workflows, whether any sandpaper code has changed or not. This is confusing for users as the sandpaper-version.txt isn't actually the sandpaper codebase version but the workflow version.

I propose to move the workflows out into their own repo to facilitate release of workflows as and when, without needing a full sandpaper release.
