Web Actions Tab: Support proto content-type or have better failure message

Currently builds the typed form correctly but sends JSON to the endpoint instead of the web action's proto content type.

Either
- Add proto encoding support to Web Actions tab
- Disable send request form in tab for proto endpoints since sending will always fail
