Web Actions Tab: Add permalink button to WebActions cards to make them shareable

Currently no way to share a link to a direct Web Action card or to share a search URL (ie. with filter + query encoded in URL). Either would make it possible to share forms and usages between a team. 

Next level implementation would encode the form fields in the URL but that might be too much.
