Transparency: All funding sources and amounts are published annually, within six months of each fiscal year end. No anonymous donations above $1,000 USD equivalent are accepted.
Diversity: No single source provides more than 25 percent of annual operating revenue. This is a hard limit, not a target.
Independence: No funding comes with conditions on research publication, governance decisions, or public statements. Funders may specify the general domain of a grant but not its findings or conclusions.
Alignment: Funders must be compatible with the GLAPAGOS mission.
Sustainability: Funding strategy aims for a diversified base that does not depend on the continued participation of any single source.
Dues are structured by institution type and country income classification using the World Bank methodology, reviewed annually.

Full fee waivers are available for documented financial need. Compute contributions may offset dues up to 50 percent at fair market rates.
GLAPAGOS actively seeks grants from:
- Development banks: IDB, CAF, World Bank
- National science foundations and research funding agencies
- Private foundations with relevant missions
- Intergovernmental organizations: UNDP, UNESCO, ITU, OAS
Research contracts are accepted from public sector and international bodies for defined deliverables, subject to publication and independence requirements above.
Budget Process: Prepared by the Executive Secretariat, reviewed by the Technical Council, approved by the General Assembly. Published publicly.
Financial Controls:
- Dual-signature for disbursements above defined threshold
- Annual independent financial audit, no conflicts of interest
- Quarterly financial reporting to the General Assembly
- Expense policies consistent with public-benefit organization standards
Reserve Policy: Operating reserve of not less than three months of operating expenses, held in low-risk instruments.
Funders are recognized in the annual report and on the GLAPAGOS website. Recognition does not imply endorsement of funder products or positions. Recognition does not confer governance rights beyond those available through standard membership.
Any funder that is also a member institution complies with the conflict of interest policy. Any funding relationship that could appear to create a conflict in a research or governance decision is disclosed, and potentially conflicted parties recuse from the relevant decision.
