pull in token management features from client specific local_oauth plugin

The client using this plugin was using another plugin to manage/generate the oauth tokens used by this plugin - I've pulled the external oauth lib into this plugin, but it's missing the token management stuff.

This was very confusing, the readme made no reference to local_oath being required and it's not in version.php

Because the table names are close to the ones in Totara and I know they've been changed around a bit lately I thought the referenced tables had just changed names since this was built...

I've raised a PR to update version.php

cool thanks - yeah this isn't a complete SCIM implementation that is "useable" - it's code that we pulled out of an implementation for a specific client that was using Totara - it's here in github with the hope that one day someone might find it useful or someone might fund the proper implementation of a SCIM plugin - it's not something we're actively working on right now but hopefully someone might fund further development and this code might be useful....

Ok, it would be good to note this in the README for future reference...

I've taken a look and from what I can see there's a pretty complete implementation of the User set of endpoints, the missing bits appear to be:
Unit tests
Group end points
Bulk end points

From what I can see the scaffolding for the protocol is all in place and stable... am I being overly optimistic here?
